Niconico Shunga

2011 - 2025
dead asia
niwango opened it in august 2011 with a stated goal: moderators could not judge obscenity objectively, so the users would be asked to do it instead, and if the experiment worked the rules on adult expression might be relaxed. fourteen days later they were. the corner then ran for thirteen years on a game where you picked the ruder of two pictures. it survived the ransomware attack that took the whole platform down in 2024 and was abolished on 29 january 2025 inside a tightening that dwango explained by pointing at foreign law. everything posted there was deleted at 14:00.

~ the eulogy ~

Every service that has ever hosted pictures has had the same argument with itself about where the line sits, and nearly all of them have had it behind closed doors. Niconico had it out loud, in Japanese, for thirteen years, by turning the question into a game that members played for fun. None of that was ever written up in English while it was running, so one of the odder moderation experiments the web has produced has no reputation at all outside the country it ran in. I only know the shape of it because the notices are still posted.

It opened on Thursday 11 August 2011 under niwango, and it was not a separate site. Niconico Seiga's illustration corner had an R-15 category, and ticking that box at upload time put your picture into a special page at seiga.nicovideo.jp/shunga rather than into the main gallery. Underneath, the page was a tag query over the same image library, given its own ranking and its own ad inventory. The name is the Edo word for erotic woodblock prints and Dwango never once explained the choice, in the launch post or anywhere after it.

Calling it adults-only would overstate it twice. The category was R-15, and the platform's existing hard bans stayed in force inside the corner: depictions of actual sex acts remained prohibited there, as did unretouched genitals. So did anything whose subject appeared to be under eighteen. The age gate was a page that said there is adult material beyond this point, is that all right, offering a yes and a no above a checkbox marked do not show me this again. It fired before you logged in. Nothing behind it asked for a card or a birth date, so nothing there could tell a fifteen-year-old from a forty-year-old.

~ which one is more outrageous ~

The paywall was not in front of the pictures. It was in front of the judging. Premium membership bought you the right to classify other people's pictures.

Two mechanisms did the work. Adult Report let a paying member flag an illustration sitting in the all-ages gallery as containing adult elements, which relocated it into Shunga. And on launch day Niconico shipped a game called けしからんのはどっちだ, roughly "which one's the more outrageous", which drew two illustrations at random, put them side by side and asked you to pick. It ran on the arrow keys. It kept a judgment history page, and once you had passed ten verdicts it unlocked a recommender built entirely out of your own obscenity votes. A week later, on 18 August, ordinary members were let in at three plays a day, resetting at midnight.

On 14 February 2012 it got the upgrade that makes the whole thing worth remembering. You could now mark which region of a picture you objected to, and the aggregate of those marks produced a heat map. Niconico called the map けしからん性力図, a pun that swaps one character into the standard Japanese word for a map of who holds power.

~ fourteen days later the rules changed ~

The launch post is unusually candid about why any of this existed. Seiga was meant to be safe for children to look at, niwango wrote, but balancing free expression against public decency is extremely difficult, and while staff were handling it case by case, a judgment entirely free of subjectivity was proving very hard to reach. Shunga was the attempt to fix that. Works that drew a strong reaction there could be read as carrying stronger adult content, which would help detect material that did not belong in the all-ages gallery. And then the line that changes what the whole thing was for: if the approach showed results, the company believed it could gather the collective view on that balance and use it to work toward relaxing the restrictions on adult expression.

The launch note had carefully added that the deletion standards were unchanged for now. On 25 August, fourteen days later, they changed. Depictions of nipples that did not imply a sex act became permitted, for posts in the R-15 category only. The voting had been running for two weeks and had already bought a concession, and the concession applied only inside the corner the voters themselves were filling.

~ the attack it came back from ~

The thing that nearly killed it did not. Ransomware took Niconico down in June 2024 and the platform was dark for about two months; Niconico Community was lost outright, because the data and systems needed to restore it were gone. Shunga came back with everything else on 5 August and ran for most of another half year.

~ thirteen days to save your own pictures ~

The notice arrived on 16 January 2025 and set the end for 14:00 on Wednesday the 29th, and Dwango apologized in it for how sudden the announcement was. The stated reason was that after repeated deliberation in light of the recent social climate and international conditions, continuing in the present form had been judged difficult. At a livestream the day before the cut, the company put it a little further: operating Niconico now required weighing not only Japanese law but overseas law as well. That sits inside a program the company had started on 30 October 2024 to review the scope of what it permits across every service, worded the same way. What the phrase about international conditions actually refers to has never been stated, and the Japanese press covering the closure said plainly that it did not know either.

Nothing was for sale there, so there was nothing to refund. What there was instead was thirteen days and an instruction: please save your own works, as needed, before the service ends. There was no export tool and no bulk download. At 14:00 every illustration in the corner went to deleted, including pictures an operator had moved there over the uploader's own classification, and uploaders lost sight of their own files in their own posting history. Nobody was punished for the deletion itself. Posting the same picture afterward would be a different matter.
