vancouver game studio that lived almost entirely inside disney interactive. founded september 2005 by ex-eaa and ex-radical staff, bought by disney within months of opening. shipped turok in 2008 to mixed reviews. its main project pirates of the caribbean armada of the damned was cancelled in october 2010. tron evolution shipped december 2010. the studio was shut january 19 2011, about seventy staff laid off.

~ the last words ~

propaganda games belongs to a category of game studio death i did not follow at the time. console-exclusive licensed-ip studios in vancouver and dundee and brighton (and a few other places) were quietly closing through 2010 and 2011. i was on a pc in ankara, playing mostly counter strike source and some warcraft three. propaganda's games were targeted at xbox 360 and ps3 owners who bought licensed disney boxes. that audience and mine did not overlap.

propaganda games opened in vancouver in september 2005. the founding team came mostly out of radical entertainment (the local prototype and crash of the titans studio) plus several leads from electronic arts canada. disney bought the studio almost immediately after launch and folded it into the disney interactive studios group, which had been spun up that same year as part of disney's effort to get back into console publishing under bob iger.

the first ship was turok, a reboot of the acclaim n64 franchise, in february 2008 on xbox 360 and ps3. metacritic ended in the low seventies. it sold reasonably for a midbudget shooter but did not establish the franchise as a long-term seller. the studio's main project after turok was pirates of the caribbean armada of the damned, a single-player rpg in the pirates universe announced in 2009 and shown at e3 2010. disney cancelled it in october 2010 along with roughly a hundred layoffs. tron evolution, a parallel project tied to the disney film release, shipped december 7 2010.

the closure came january 19 2011, six weeks after tron evolution shipped and three months after the pirates cancellation. disney's statement said the studio had completed work on its most recent project. about seventy remaining staff were laid off that day. the building closed. the propagandagames.com domain went dark over the following months. tron evolution servers stayed up another few years before disney shut those down as well.

~ how it landed ~

propaganda was set up as part of bob iger's 2005 push to get disney back into first-party console publishing. iger had taken over from michael eisner the same year. the strategy was to license disney film ip out to specific in-house studios in canada and the uk. propaganda got tron and turok and would later be pulled in for pirates. black rock in brighton got pure and split second. junction point in austin (warren spector's studio) got epic mickey. the pattern was clear, build licensed content using in-house teams instead of contracting out.

turok in 2008 was the proof point. the studio's job was to take a nineties franchise and make it work in the modern console window. acclaim had owned turok originally and gone bankrupt in 2004. disney had picked up the rights as part of the iger expansion. propaganda's turok was a competent but unspectacular reboot, decent reviews, decent sales. the studio looked stable for the next round.

~ the fall ~

pirates of the caribbean armada of the damned ran into the problem most ambitious licensed games run into. the ip had specific constraints tied to film continuity, the design needed flexibility the constraints did not allow, the budget kept growing without a clear product on the screen. disney cancelled the project in october 2010 with roughly a hundred propaganda staff laid off the same week.

tron evolution went out the door six weeks later as a tie-in to tron legacy in theaters. for whatever reason, the game was rushed to align with the film release. reviews were thin. metacritic landed in the high fifties. by then the studio had less than half its peak headcount and no announced future project on the publishing slate.

disney's wider strategy was already moving. bob iger had been quietly losing patience with the console publishing experiment. the disney interactive studios division had absorbed more than three hundred million dollars in losses across multiple quarters. by '11 the company was reorienting toward online and casual games, the club penguin acquisition was several years in, the play sets and dollar-toys-to-life direction was beginning to take shape that would eventually produce disney infinity. console publishing was off the roadmap.

~ the long tail ~

propaganda's closure was the first of the disney studio shutdowns in 2011. black rock followed in september. junction point lasted until january 2013 after the second epic mickey underperformed. by 2013 disney had exited console game development entirely and would shut disney infinity in 2016. the vancouver office space sat empty for a while. several propaganda leads moved across the city to capcom vancouver, electronic arts canada, or radical entertainment, which itself was shut by activision in 2012. for some reason vancouver kept losing studios through the early twenty tens. it has since recovered as a games city, but not under any of the names that closed in that window.

turok and tron evolution remain on no current digital store. tron evolution servers were shut years ago. the games are not playable in 2026 unless you own the original disc. propaganda's name shows up mostly in retrospectives about the disney 2005 console expansion and the 2011 shutdown wave that ended it.
