~ the eulogy ~
outpost gallifrey was the kind of thing english-language doctor who fans used between 1995 and 2009. i was not in that demographic. in turkey doctor who barely existed as a tv brand in the 2000s, you would not run into a fan community for it the way you might for star trek dvds or wrestling forums. the first time i registered the name outpost gallifrey was during this list trawl, not from any earlier brush with the fandom.
shaun lyon launched the site on 11 december 1995 from los angeles, originally as a promotional page for the annual gallifrey one convention. it grew into a full fan hub with episode guides and reviews under a daily news column, all anchored by a discussion forum that became the main english-language doctor who community board through the wilderness years between the original show ending in 1989 and the russell t davies revival in 2005. when the new show landed the forum's numbers spiked. by june 2009 there were over forty thousand registered members, with fifteen thousand considered active.
the forum closed on 31 july 2009. most of the moderator staff had already opened a successor board called gallifrey base on 13 june 2009, and the migration was effectively complete by late summer. lyon kept the original outpost gallifrey domain for gallifrey one convention news through 2014 and then wound it down. the io9 obituary at the time called it the best doctor who fansite, which it had been by any reasonable count.

~ how it lived ~
the site ran on volunteer work for fourteen years. lyon administered it as a one-person operation through most of the 1990s, then with a small support team. the format was the classic late-90s fan-site stack of static episode pages and a daily news column, with a phpbb-style forum bolted on the side. the forum was the part that made it sticky, with sub-boards for every era of the show and threads that ran for years.
~ the forum migration ~
gallifrey base opened in june 2009 under most of the same moderators, with the same software stack and a clean database. the announcement framed it as a generational handover rather than a fork. lyon stepped back from forum administration to focus on the convention. the 31 july closure of the old forum was the formal end. the new board lifted the active threads more or less wholesale, and within a few weeks the migration was complete.
~ the long tail ~
gallifrey base still exists in 2026 as the largest doctor who forum on the english web. so outpost gallifrey is one of the few late-90s fan sites whose community body actually got transplanted to a successor rather than scattered. the original domain is now a static convention page for gallifrey one. the io9 line about the best doctor who fansite stuck because it was true at the time of the closure.
