Microsoft Agent

1997 - 2009

microsoft agent was the ActiveX-based animated-character runtime that shipped in september 1997 alongside internet explorer 4. four free characters lived on the start menu (merlin the wizard, peedy the parrot, genie, robby the robot) and any application or web page could call them up to walk around the screen and read text aloud. agent shipped pre-installed on windows 2000 through vista. microsoft killed it for windows 7 in april 2009. the merlin compatibility pack lingered for a few more years.

~ the last words ~

merlin came with the internet explorer 4 install in 1998. i remember the wizard hat on my windows 95 desktop more clearly than i remember the rest of the ie 4 ui. you could right-click his head and he would do a small spell animation, his cape would swirl, his voice (text-to-speech, a midi-era stevenote voice) would tell you the time or read clipboard text aloud. for whatever reason microsoft had shipped this with the browser and pre-installed him in the windows directory, so anyone who installed ie 4 ended up with a wizard who lived in the corner of the os.

this part i was around for. the family computer was on a 33.6k modem on ttnet around then, the windows 95 install had ie 4 from a magazine cd, and the wizard appeared one day after a reboot and stayed there for years. peedy the parrot showed up if you opened a microsoft demo page in ie. nobody ever explained where they came from. the agent system itself, the actual runtime called microsoft agent, was a thing you only knew about if you read the windows 95 resource kit. for everyone else it was just the wizard.

now. microsoft research had built agent as a generalized character-runtime, separate from the office assistant (which was the clippy lineage running inside word and excel). agent's characters were ActiveX controls and could be embedded in any web page or vb6 application or vbscript file. third parties built their own characters using the agent character editor, the open web of 1998-2002 had a few hundred custom characters circulating on fan sites (the canonical ones were the four microsoft shipped).

Lifespanabout 12 years

Killed bythe deprecation of ActiveX in modern browsers and the broader retirement of the assistant-character ui pattern after clippy

~ what it was ~

agent was a com server. each character was an.acs file (agent character storage) bundling animation frames plus spoken script plus a small set of named animations like greet, idle, look-at-cursor. an application or web page could load an.acs, request a named animation, and pass text to be spoken via the sapi 4 speech synthesizer. the rendering happened in a topmost transparent window that floated above all other windows. the wizard could walk from one corner of the screen to the other and across multiple applications without losing his pointer.

the four free microsoft characters were merlin (the wizard), peedy (the parrot, repurposed from a 1995 microsoft research project called peedy the parrot), genie (a blue genie) and robby (a small robot). all four had been animated by the same internal team out of microsoft research. peedy's bird-mouth-syncing was the technical demo of agent in 1997, his beak opened on consonants and closed on vowels at a frame rate that was impressive on a pentium 166.

~ the fall ~

the rot started where ActiveX rotted. agent's bet had been that internet explorer would stay the dominant browser and that ActiveX would stay the dominant component model on windows. firefox shipped in 2004 with no ActiveX support, chrome in 2008 with the same posture. agent characters could not appear inside any browser that was not ie. by 2006 the share of web pages using agent had dropped to almost nothing, the runtime survived because windows itself kept shipping it as a system component.

office assistant (clippy) was retired in office 2007 in june 2006, that retirement was the public-facing death of the assistant-character pattern. agent was not clippy but the broader consumer crowd never knew the difference. by 2007 the runtime was being treated as a deprecated platform inside microsoft, no significant updates landed in vista beyond keeping the existing.acs files working.

~ the day it died ~

microsoft announced in april 2009 that agent would not ship with windows 7. the runtime was removed from the os entirely, the agent dlls were gone from windows\system32. existing applications that called the agent api would simply fail to instantiate the com object. the four free characters could no longer be downloaded from microsoft.com after that point.

customer pressure mostly from enterprise customers running ancient line-of-business apps that had embedded agent into their workflows convinced microsoft to release a compatibility package for windows 7. that pack restored merlin only (peedy, genie and robby were not included) plus a sapi 5.3 speech engine. it shipped quietly in late 2009 as a separate kb download. by windows 8 in 2012 even the compatibility pack was no longer supported.

~ the legacy ~

the assistant-character pattern is one of the few things in consumer software that nobody has tried to bring back. cortana on windows 10 had no animated avatar (the icon-only blue circle does not count). siri has never had a face. the assistant llms of 2024-2026 mostly run in text boxes with no character at all. for whatever reason the ui pattern that produced clippy and merlin and peedy is treated by the industry as a thing that was tried and did not work, the lesson being that an animated character offering help to a user who did not ask is annoying.

in 2026 the agent runtime still works on windows 10 and 11 if you install the old kb compatibility pack and the third-party drivers (rare). a small community of windows-modders maintains a github repo with the merlin acs file and a working sapi 5 voice. the character is a meme on retro-windows youtube, the dancing wizard is in a thousand vaporwave videos. nobody actually uses him for anything except nostalgia.
