~ the goodbye ~
The name needs no translation and the site did. KazTube reads cleanly to a Turkish speaker, close enough to parse on sight, and then you open it and the interface is in Russian and the videos are in Kazakh and the distance reasserts itself. Turkic languages are a family, not a shared reading list. I knew what this was called years before I knew anything else about it.
It launched on 14 February 2009 as a Kazakhstani video portal, owned and run by the Broadcasting Corporation of the President of the Republic of Kazakhstan. Global Voices picked it up that same month under the headline A Kazakh Video Tube, which is about as direct a summary of the product as anyone managed. Users and companies could store and display video on it. The stated aims were supporting the domestic film industry and getting the Kazakh language onto the web in volume.
The second aim deserves a moment. Kaznet, the Kazakh-language segment of the internet, was competing for attention inside a country where Russian was the default online language and YouTube was already there. The portal was funded out of the state budget rather than out of traffic, which is why it could carry Kazakh-language video that no advertiser had asked for.
It also made things. A sub-brand called KaztubeStudio produced original material: performances by Kazakh entertainers and interviews with public figures, the sort of programming a presidential broadcasting corporation has on hand anyway. For fifteen years it stayed among the addresses people in Kazakhstan actually typed.

~ what the state wanted it for ~
A government video portal is a strange object to assess. Judged as a startup it never had to win anything, because its funding did not depend on traffic. Judged as cultural policy it did something commercial platforms had no reason to do, which was to treat Kazakh-language video as a category worth hosting rather than a long tail to be served if it showed up.
The weakness is the same fact from the other side. A site that exists because an institution decided it should exist also stops existing when that institution decides otherwise, and no user has a say in the timing or gets told the reason.
~ what the encyclopedia could not date ~
The Kazakh Wikipedia article on KazTube gives its status as closed for unknown reasons and its closure year as a question mark. That is an unusually honest entry, and it is also where the public record stopped.
The crawl record is more specific. kaztube.kz was serving its own front page, titled in Russian as the Kazakhstani video portal, at about fourteen kilobytes on 18 June 2024. The next capture in the archive, on 20 July 2024, is a 301. From that date to this one, every fetch of kaztube.kz is a redirect, and the window in which the portal stopped being itself is the five weeks between those two dates.
~ where it points now ~
The redirect target is mediabase.kz, the state media platform that now holds the content. The hostname resolves, the redirect works, and an archive of fifteen years of Kazakh-language video presumably sits behind it under somebody else's branding. KazTube's own name survives in the address bar for exactly as long as it takes the browser to follow the 301.
