~ the eulogy ~
btc-e opened in july 2011. two russian operators, alexander vinnik and aleksandr bilyuchenko, headquartered nowhere in particular. the pitch was low fees, alt-coin listings before anyone else, no kyc, no id verification, no aml. for six years it was the exchange people used when they specifically did not want to be on coinbase. by february 2015 it was moving around 3% of all bitcoin exchange volume, and by 2017 the us doj said it had processed more than nine billion dollars across its lifetime.
i did not touch btc-e. i was on an akbank corporate salary in ankara through the 2013-2017 window, running normal turkish banking. crypto barely landed in turkey until later, and when it did it landed through paribu and btcturk (both still alive as of 2026), local lira-onramp exchanges that at least pretended to know their customers. btc-e was the offshore, no-questions option for people whose main constraint was not the fee schedule.
the site was known to be the graveyard-money exchange from early on. researchers had traced mt gox stolen coins moving through btc-e wallets for years before us law enforcement did anything about it. the whole business was operating on the bet that russia would not extradite, and for a while that bet was fine.

~ the day it died ~
on 25 july 2017 greek police arrested vinnik at ouranoupoli on chalkidiki, acting on a us warrant. that same day the btc-e website went dark and servers at one of its data centers were seized. the next day the us department of justice unsealed a 21-count indictment: operating an unlicensed money service business plus money laundering, specifically the proceeds from the mt gox hack. fincen hit btc-e with a $110 million civil penalty and vinnik personally with $12 million. no more logins, no more withdrawals.
~ the wex zombie ~
weeks after the shutdown a successor called wex appeared, issuing "wex tokens" that supposedly represented customer balances from btc-e. it was run out of the same offshore infrastructure with slightly different frontmen. by 2018 wex too was gone, this time messier: withdrawals blocked, admin arrested in italy, tokens worthless. wikipedia notes wex was ultimately controlled by fsb-adjacent figures and managed by konstantin malofeev. the pattern rhymed with the original btc-e closure, only faster.
~ the long aftermath ~
vinnik spent years being extradited between greece, france, then eventually the us. he was convicted in paris in 2020 for money laundering and sentenced to five years. eventually he was flown to the us, pleaded guilty in may 2024 to money laundering conspiracy, then in february 2025 got included in a prisoner swap with russia and went home. the whole btc-e story now reads as a preview of the ftx era: an offshore exchange with no controls, run by a founder who assumed jurisdiction would protect him longer than it actually did.
